Using /label command does not work for most labels

Minikube has 206 labels but reviewers cannot add most of them with a /label comment, documented in Command Help.

Example labels that do not work:

/label triage/discuss
/label area/testing
/label cause/vm-driver
/label co/virtualbox

When adding a label the bot complains:

cannot be applied. These labels are supported:api-review, tide/merge-method-merge, tide/merge-method-rebase, tide/merge-method-squash, team/katacoda, refactor, ci-short, ci-extended, ci-full. Is this label configured under labels -> additional_labelsorlabels -> restricted_labelsinplugin.yaml`?

@nirs I am curious what labels Work and so I can investigate what are they difference.
