[Proposal] Define the CRD for network QoS #1

Why is this needed?
As we have recently separated the QoS policy configurations for different resource dimensions into distinct CRDs, it is now imperative to introduce a network QoS CRD that can facilitate node-level and real-time configuration of network resources.
What would you like to be added?
Add network QoS CRD definitions, so that users can configure network-related management policies for different QoS classes, such as specifying the net class ID for each QoS class.
