[Task] extract retest parameters for math and add to CAT

Noting that we can now fit retest item parameters for the math task. We should compute these and add them to the CAT so that there are more easy/hard items and the CAT doesn't run out of items of the right difficulty.

This is blocked on getting our item parameter workflow working better @CCuskley
