Cashout v1: Create 'view' for Cashout support users

Flash support users should be able to easily track outstanding and paid cashouts, including payments that have been initiated by other users and are currently in a 'draft' status until processed. The owed amount should also be shown in the proper currency

The planned design is to update the erp-admin-panel with a new web page exposing the fields we need and providing actions to create payments entries and mark as complete.

The flow:

• A user requests a cashout.
• The request is sent to the admin server and stored in the Frappe database.
• The support team views the list of cashout requests on the custom Cashout Requests page, with full details.
• The support team makes the payment externally.
• On the Cashout Requests page, the support team enters the confirmation code and confirms the request.

The UI:

• Same as account management page with external details and input
