Import "starter" Controller/Table tests into the theme.

EU is an example. We could bake the tests to include some "sanity" checks for initialize(), validationDefault() and buildRules(). This would stub the pattern we want to use and make it easier to get started testing newly baked classes. (Coverage would be better "out of the box" too.)

Actually, this could be done for the baked controller actions too. At least the boilerplate would already be in place instead of having to copy/paste/rename all the time.
