Allow banner images to be marked decorative #231
Description
I suspect there are many times when the banner components are used for pure decoration, and in these cases it would be great to able to mark them as decorative so they are ignored by assitive technologies / screen readers.
We'd want to make sure that
- Marking them decorative is optional
- Not on by default
- Only affects the current use of the image
We might want to think about how to approach this more generally across all our useage of images. Tagging @willguv in case its on his radar already.
