Step by step UI pattern should match gov.uk design system #129

This was raised at tech drop in at LocalGov Camp.

The sidebar component of step by steps has title as links. This means that users click on the link either expecting the section to expand or without interacting at all with the summary.

Instead, to match the gov.uk design system and improve the UX the header link should also expand the summary with action links included in the summary.
