Might be a real bug.

I dunno about this being a real bug. It occurred 3 times on the same day and hasn't reproed since. Also, we were refactoring the pipeline steps for provisioning compute resources a bunch during this time so I think it might just be related to bad merges at the time. I haven't seen it repro locally.

its likely a test bug, I've seen this before.
