Regression project locator does not re-search for apphost when it does not find the file in .aspire/settings.json

This seems to have regressed withthe single file apphost work.

but it does not exist at '/Users/davidfowler/dev/git/dogfood/PyAppFromScrarch12/.aspire/../apphost.cs'.

❌ The project argument was not specified and no *.csproj files were detected.

Also the error message is too specific to .NET csproj files. Ths should be more generic.

I can't repro this, here is what I did:

In the screenshot above, when I launched open . I created a sub folder and copied everything accept the .aspire folder into it and then did aspire run again. It found the apphost.cs just fine.
