Move dashboard static ports and aspire env vars from app.run.json into .aspire/settings.json

Maddy, maybe it's just me but I have had so much struggle with trying to figure out the best way to deal with this sort of thing.

Probably, but I'm willing to admit when I don't know something.

It's continually baffling figuring out what kind of file and which environment variable to set where and for what and under what circumstances.

I've got appsettings.json, both normal and development flavors, as well as Properties/launchSettings.json (not freaking Launchsettings.json, not launchsettings.json, not properties/launchSettings.json because of course id accidentally forget the exact combination of casing on casing) on multiple projects within my aspirificationalized solution.

I've got an .env file for when I deploy that gets ssh copied to the target machine..

I've had to write my docker compose from scratch be cause it was very confusing to use aspir8 if I wasn't deploying to azure or something.

I've got Properties exposed in my apphost project so that they can be set from the outside..

I'm still trying to figure out how to get debugging working if I'm not on the blessed path using Visual Studio, Neovim is usually what I'm using, but even trying vscode hasn't gotten me a working debugging experience on omarchy. it complains about my aspnetcore identity project not properly using IDE mode for DCP, which.. ok.. I barely bumbled through setting the debug port variable, which needs both "localhost" and the port, not just the port, another pothole that tripped me up..

I still can't get it to see that they Identity project has finished executing if I run it all with dotnet watch.. so.. that sucks..

And now, reading this issue, I see that there's supposed to be not one but TWO new configs I didn't event know about?

I've honestly never heard of .aspire/settings.json or apphost.run.json.

I know you guys are doing the absolute best you can to make this tool usable for the little guys and the megacorps with 2888 employees. but.. like...

It hurts, coach.

Tell me I'm not the only one confused and befuzzled??
