preventShellHistory for fish shows commands in run recent command

With preventShellHistory: true with fish shell)

Up arrow does NOT show copilot generated/ran command, but I noticed the commands does show up in run recent command.
Not sure if this is expected though:

It's arguable what the right behavior here is, I think I'd prefer to keep it in that history since it's just tracking for the session. The important thing is these don't enter the shell history file.
