Move to voxpupuli/extlib

I see there not much activity on this repository.

Would you consider asking voxpupuli to integrate your functions to the extlib modules?

They do it for entire modules, I don't know if they would accept merging code in an existing module (as history would be lost in the process).

I don't work with puppet anymore in my current job so I haven't kept up the PRs for my puppet stuff as well as I should. I don't see this module changing much long term, so for now I can deal with the maintenance. I'll try and be more on top of things.

This module also overlaps with (to_json and to_yaml from the stdlib. This module has some features it doesn't like adding the header at the top saying the module is controlled by puppet.
