Unable to create form

Given the sample public Google form: https://spreadsheets.google.com/spreadsheet/viewform?hl=en_US&formkey=dDY0dkwwMy1zTHBCNmpfM2UwYzItb2c6MQ#gid=0

Gives me an error message when I try to paste and Create the form: "is not a valid Google Forms key or URL or error connecting to Google"
