HTML reports aren't readble currently

I went to view an HTML report and it didn't have any images or assets displayed. It looks like we just upload the report and not the folder that contains the assets.

We can fix this by adding a flag to the pytest call within the tests as seen here. I think we should create a pytest.ini so that we can keep track of these flags and settings. This will also help make sure that all project users get the same environment.
