vehicleburnexplosions does nothing

Describe the bug

Disabling vehicleburnexplosions special property currently does nothing, vehicle still exploding when health is bellow 250

Steps to reproduce

Create a vehicle and set it's health to 0-50-100

Are you sure that you are testing it in proper way?

This property toggles creation of additional explosions (type 2 - rocket) when plane or helicopter is burning (default is true).

By default when plane or helicopter is burning the game randomly creates additional explosions before vehicle finally blows up. It can be useful to disable these unnecessary explosions (the big dark smoke will remain and it doesn't affect normal blow up behavior).

Also, if you want to prevent vehicle from exploding once reaching <= 249 health, you could use setVehicleDamageProof and rewrite vehicle damage if necessary (onClientVehicleDamage will still be called, even if vehicle is damage proof).
