Running Script with LaunchAgent Requires Admin User

I noticed a few things and they may be running as intended. Apologies if that is so.

1. I ran this with a LaunchAgent with runatload
2. The script seems to only take effect if the user is an admin

If I make the user admin the dock gets set. Remove admin and the dock flashes but does not change. Add user back to admin and the dock changes.
