[v0.1.1] Add CLI smoke workflow job

## Goal
Add a CI job that validates install + CLI smoke path.

## Acceptance
- CI installs package in clean temp workspace
- Runs: `sentinel init`, `sentinel start --dry-run`, `sentinel status --json`, `sentinel stop`
- Job runs on ubuntu and macos matrices
