Provide dummy AnalogQPU for local development

Is your feature request related to a problem? Please describe.
I am running analog simulations at TGCC. I would like to be able to test my code immediately on my local dev machine, instead of having to send the code and go through the TGCC pipeline systematically.

Offer a dummy AnalogQPU which allows testing the code pipeline without full access to Qaptiva.
