There are cases in which a user would want to submit an application prior to having a running instance of the Virtual Appliance. For example, a commercial user may want to inquire about the terms of use before installing the appliance. The current workflow does not allow submitting a form without specifying the Appliance ID, which comes from a running VA instance.
The new workflow should allow Appliance-ID-less submissions. In this case, the admin notification and approval workflow will still proceed, but no License Key will be generated until a valid Appliance ID is specified.
