Feature:  add API endpoint to provide parsing logs for ontology

The API already exposes an endpoint to serve parsing logs, but it lives under the admin controller and is restricted to site admins. Move/duplicate this functionality into a non-admin controller so ontology admins for a given ontology can access logs.  `/ontologies/:acronym/log`
