Locale setting fails on Fedora

This happens because the locales recipe we are using only supports RHEL and Debian families. (And Fedora does locale setting differently to RHEL ... "man localectl")

Workaround in 1.1.3 ... only include the locale recipe on Debian and RHEL, for now. I need to develop a fix for the upstream recipe.

I've submitted a pull request to the upstream project which adds Fedora support ...
