The withEffects feature is inspired by @ngrx/effects. Rename it to withEventHandlers to avoid potential confusion with the effect API from @angular/core.

Makes sense to rename it.

Any alternative names that are more specific to Flux/Redux might also work? Personally, I think eventHandler could collide with native event listeners, but I have no better alternative terms.

Since this is for v21, we can keep it open for a while. If no one comes with a better term, withEventHandlers sounds good to me.
