Add Release Notes option for c2m2 submission approvals in CFDE Portal

Suggestion to add the option for C2M2 approvers to add release notes (i.e. enter free text into a text box) on the CFDE Portal when they approve a given C2M2 submission.

This will provide the opportunity to highlight any implemented changes for the submission, as well as any known gaps that still need to be addressed.

Suggestion is that these notes after submission are viewable only by the given DCC and CFDE CC users with login accounts. Suggestion to add the entry and review of release notes in the "Data Review" section of the Portal on the "Submitted Datapackage" page under each submission that was actually approved.

Secondary feature to consider might be an approval / rejection note or description that the CFDE CC could add (for example, there was a JSON issue in the past that required DCC resubmission of c2m2 data, and the CFDE CC could have added a note as to why the submission was rejected)
