[Feature]: Add search bar and/or TOC to FAQs page #316

Is your feature request related to a problem? Please describe.
The FAQs page has a lot of great information on it, but can be difficult to navigate especially as we add content. I believe there is a way to add a search bar to the top of the page so that users can find a potential answer to their questions rather than having to use ctrl+F.
Additionally (or alternatively), a table of contents to the side of the page could have users navigate among the Q+As.
