How to cite items from the Federal Register or legal documents

Federal register and Magnuson–Stevens Fishery Conservation and Management Act are difficult to remember how to cite. See here for a list of important laws for fisheries. A bib file for these documents would be fantastic. Thanks @erinsteiner-NOAA for the idea.

Here is the format Al provided for citing fishing regs. I think the recommendation is to cite the federal register rather than the reg itself because it is permanent reference to the reg as it was when it was cited.

Thanks @erinsteiner-NOAA this is great. And, thanks to @melissamonk-NOAA for finding this gem of a resource with xml information for all FR entries. I am hoping to write a makefile to convert .xml entries to .bib entries in October. This .bib file could then be updated whenever there is a new .xml file posted to the website.
