[Feature]: Create welcome or Standard Operating Procedure (SOP) guide for new OST hires

Describe the situation that led to the request and a solution

Thanks to @JoelRice-NOAA for sharing thoughtful feedback after being onboarded with NSAP for a while. He suggested creating a link to a general SOP for common workflows, along with relevant training materials. This could be a flexible “welcome document” that new hires can reference as needed.

For example, guidance on when to host projects on the OST enterprise GitHub versus a personal account, whether there are regular co-working sessions, commonly used development tools across the team (e.g., VS Code and Quarto), and tips for transitioning from RStudio to VS Code if that is the standard environment. As our digital workspace continues to evolve, it’s easy to miss newer tools or practices that could improve efficiency and collaboration, so having a centralized reference could be very helpful.
