Sig-core roadmap for April/May 2023 release

I want to start a conversation about features that SIG-Core can add to its roadmap on for the April or May2023 release and to help start a backlog.

Preliminary features from the top of my head could be:

• Reduce the binary size of O3DE libraries and applications (RFC needed)
  • Split core libraries (AzCore/AzFramework/AzToolsFramework) into other smaller libraries (RFC needed)
  • Convert core libraries into shared libraries to reduce (RFC needed)
• Implement an New Archive System format for O3DE which replaces the CryPak archive format
• Upgrade compiler standard from C++17 to C++20 (RFC needed)
• Moving a subset Gems in o3de repo to the o3de-extras repo
