SDK: add explicit setup and recovery CLI flows #8
Description
Summary
omniclaw doctor exists, but setup and recovery UX still needs explicit commands.
Problem
Users need clearer onboarding and recovery flows around Circle credentials, managed secrets, and recovery files.
Proposed additions
- omniclaw setup
- omniclaw backup-info
- omniclaw export-env
- omniclaw import-secret
Acceptance criteria
- explicit setup flow exists
- backup and recovery guidance is exposed through CLI
- docs cover the new commands
- flows work with managed config storage
