feat(cdktn): Create CDKTN GitHub Action (Fork of terraform-cdk-action)

Description

Provide an official GitHub Action to simplify CI/CD for CDKTN users. Forking the existing HashiCorp action allows us to quickly surface a deployment workflow optimized for this ecosystem.
