Roles of the convener and floor manager

These are not very clear in the specs and there are different opinions among the team. A related question is how much of the Convener and Floor Manager mechanism really needs to be standardized. This distinction doesn't affect the messages, but the functionality of inviting, granting and invoking the floor, etc., needs to be confined to exactly one agent in a conversation, to prevent chaos.
