Improve morph.io support for python

We've received feedback from someone that morph.io no longer appears to support Python.

They would like us to restore support for Python.

Describe alternatives you've considered
We've considered not doing this in the past however I think it's time to properly revisit.

Additional context

The first step before making any changes must be to understand how long it would take to make the required changes.

Alternatively, we could ask the people who want this to contribute code.

• ceder-14, heroku-18, and early_release ... all broken for both python 2 and 3 #1344
• Update documentation to inform that heroku-24 buildstep platform does not include python2 #1451
• Update example scrapers to use heroku-24 buildstep platform and either get them working or remove them from the published list of supported languages #1443 - the heroku-24 build seems broken for everything!
