Create a GitHub group for FC-0115, add @jesperhodge (for now), and grant write access to openedx-platform and frontend-app-authoring. Jesper was a former Core Contributor. This access will be time limited and will terminate at the end of the FC, unless Jesper renews as a Core Contributor.

Reasoning

Necessary to reduce dev friction for FC-0115.
