Remove Remote Index Build CI as required step for KNN repo PR merges

Description

KNN plugin uses Remote Index Build CI to run and test the GPU based indexing workflows. It internally uses Localstack to spin up S3. Since Local Stack now requires an account: https://news.ycombinator.com/item?id=47493657 our remote index build WFs are failing. This is causing the PRs to not merge.

Can we remove the required tag from Check results for Build and Test k-NN using Remote Index Builder to ensure that PRs can be merged

Based on offline discussion this is blocking knn team on a feature in 3.6. Before team can evaluate replacement for local stack, as it is a very recent change we will disable the specific check mentioned by Navneet now.
