Reviewed issue:

1. Moved emeritus maintainers from maintainer role to read only.
2. Add Songkang with the maintainer role.
3. Approved both PRs, please go ahead and co-approve with existing maintainer and merge them.

Maintainers who were moved to emeritus can always request to be active again.
