Test: PR Reopen Reassignment Bot

This issue tests the PR Reopen Reassignment Bot (pr-reopen-reassign.yml).

How to trigger: Close and then reopen PR #63 (which references this issue via Fixes #60).

Expected behavior:

• The bot detects the PR was reopened
• Reassigns linked issues to the PR author
• Removes the stale label from the PR (if present)
• Posts a welcome-back comment encouraging the contributor
