Test: Stale PR Management Bot

This issue tests the Stale PR Management Bot (stale-pr-management.yml).

How to trigger: Go to Actions → Stale PR Management → Click "Run workflow".

Expected behavior: The bot scans all open PRs where changes have been requested and the contributor has been inactive:

• 7 days inactive: Sends a friendly reminder to the contributor
• 14 days inactive: Marks PR as stale, adds stale label, unassigns linked issues
• 60 days inactive: Closes the PR with a kind message

The bot only counts inactivity after changes have been requested via a review.
