Jumper to control USB charging is missing (JP1)

Martin Ostermann discovered that even when the VI shuts off, power is still provided through the USB port.

If JP1 is truly missing this is an oversight in the design and should be fixed in the next revision. I can't recall if we took it out for some reason.

It would also be a good idea to have control of the 5v regular from the microcontroller, so we could turn it off before sleeping.
