Update the Reconcile method comment #60
Description
The reconcile comment is generic (since that's what we scaffolded) but we should update it to describe what we're doing.
The existing comment looks like this:

// move the current state of the cluster closer to the desired state.
// TODO(user): Modify the Reconcile function to compare the state specified by
