Investigate use of google api linter with the buf v2 linter

Need to look at use of the google api linter in addition to the buf v2 linter to determine if there is any additional value in using both linters in the make operations for creating the generated files from the protobufs and providing additional checking.

If it does not have google api linter, we can look at aep, which already has buf plugin: https://github.com/aep-dev/api-linter/blob/main/example/buf.yaml
