gateway monitor "force_down", failover and the problem of "disabling" a gatway #725

Before you ask a new question, we ask you kindly to acknowledge the following:

- I have searched the existing issues and I am convinced that mine is new.
Document the fact that using "force_down" will failover states while "disable" will merely remove the gateway from usage in most parts of the system (except static routes).
