Unpin lifecycle version

This PR pins lifecycle to version 0.21.1 ([PR #1289](https://github.com/paketo-buildpacks/github-config/pull/1289)) due to a build process error, as described in [issue #862](https://github.com/paketo-buildpacks/builder-jammy-base/issues/862).

Once the error is resolved in the latest lifecycle and Docker versions, revert this PR to resume lifecycle updates.
