[Procedural Parts] Displaced Parts in 1.1.1 VAB

Did some testing with KSP 1.1.1: Parts dont place correctly in save files. Have an look on the gap between the rounded tank and the reaction wheel as well the "sunken" isru. replacing them prior launch fixes the problem for the given ship, but it saves and loads wrong. The gaps increase with every load/save cycle.

This is very likely an issue between TweakScale and procedural parts. However with a simple test with a tweakScaled and a procedural part I could not reproduce it.

Can you provide a minimal craft that triggers the issue? It looks like you have many mods and I can not load your craft file. You probably need TweakScale and procedural parts.

Totally my fault, i narrowed the ship down to the procedural tanks and vanilla. Dummy3 was saving an vessel without gap, Dummy4 saving and loading again. I noticed the gap to happen with the upscaled sas in the middle. without it the gap did not happen to me. The height of the tank seem not to matter for the gap. It always appears between a procedural tank and the following SAS.

Setting this to deferred because it needs attention from the PP side (the erroneous moving of a part is done there).
