Where do container registry actions happen?

Workshop currently uses buildah to create container images, but eventually these images need to end up in a registry.  Should workshop be responsible for this?  Or should this be handled by something like rickshaw?

Whatever ends up handling this, it needs to seamlessly work with any local or remote registry.
