Add `help` as a base option for TinyMCE plugins

The help plugin comes with TinyMCE, it is not a custom plugin. It should be an option in the schema.

I don't think this needs an upgrade step because we should keep it off by default, unless the profile needs to be reinstalled just to make it an option for existing sites
