In the documentation there is a section "Search for the "Python Editor Script Plugin" and enable it. Also ensure that the "Editor Scripting Utilities Plugin" is already enabled." which makes no mention of the Interchange plugins.
I found that my install of the Blender plugin failed to export with an error about Interchange feature flags. After some debugging against a working project I found that the Interchange plugins are required, which might not be enabled.
The error code and documentation don't give any strong hints that this might be the case, so users might struggle to get things setup correctly.
