[feature request] Generate webhooks from code rather than configure on website

### Ⅰ. Issue Description
For now, users need to setup robot webhook on GitHub website, this requires external operations and no instructions in README.md. If we can use APIs to get and set webhooks from code, then no more operations need to setup the robot. WDYT?
