Upgrades to CiviCRM 6.41 or 6.5.0 fail with this extension

I got 6.41 working, but only after disabling all the Summary Fields extension. on db:upgrade I got:
Error executing task "Assess extension upgrades" In Upgrades.php line 169: Invalid extension key: "net.ourpowerbase.sumfields"
The extension was seen as missing.

In the upgrade to 6.5.0 attempt, got:
0

cv upgrade:db
Found CiviCRM database version 5.79.0.
Found CiviCRM code version 6.5.0.
Checking pre-upgrade messages... (No messages) Dropping SQL triggers... Preparing upgrade... Executing upgrade...
...Error executing task "Checking extensions"

In CiviEventDispatcher.php line 235:

The dispatch policy prohibits event "hook_civicrm_permission".

I think this might be related to a core bug: https://lab.civicrm.org/dev/core/-/issues/6022

A final fix has not been selected, but it seems that this patch is gaining ground:

civicrm/civicrm-core#33370
