Migrate from Swagger 2.0 to OpenAPI 3.0 #4
Description
OpenApi 3.0 is the future of swagger based api definitions. Also supports some of the operations we need.
Azure accepts by default specifications written in OpenAPI 3.0 not swagger.
Also need to add an OAuth 2.0 property to our specification to support integration with keycloak w/ implicit flow.
