Records that share the same ISSN should display under Other Versions

Expected behavior

When records share the same ISSN value the other versions links on the catalog record should show all other versions that have that ISSN assigned.

Actual behavior

The query for ISSN "1007-4155" returns three records. The first record https://catalog.princeton.edu/catalog/9931146703506421 should display the third record https://catalog.princeton.edu/catalog/SCSB-4556472 under "other versions" but it does not.
