Replication of the container images

Describe the bug
Pulp replication fail to replicate the container images.

To Reproduce
Pulp the container images from quay.io/redhat.io in the upstream pulp server and created distribution objects.
Execute pulp replication in the replica server with pulp sync policy as "all"

Expected behavior
Container images should replicate to the replica servers.

@mchithu What are the versions for the upstream and the replicate pulp? For replicating pulp-container you need to have at least pulp-container>=2.26.2 when the pulpcore version is >=3.70. I would also check that each worker has the required version since they are ones doing the replicating.
